WhatsApp Business API Pricing in the UAE (2026): Per-Message Rates in AED, VAT, and Worked Examples
Meta charges per delivered message, by category, and since April 2026 it publishes a dirham rate card. Here are the UAE rates in AED and USD, what the 1 October 2026 change did to support replies, what VAT and a provider add, and three worked monthly bills.
The short answer
- AED 0.2115per marketing message to a UAE number
- AED 0.0576per utility message
- AED 0.0576per authentication (OTP) message
- 5%UAE VAT on top of Meta and provider fees
WhatsApp Business API pricing in the UAE is set by Meta per delivered message, and the price depends on the template’s category. On Meta’s rate card effective October 1, 2026, a marketing message to a +971 number costs AED 0.2115, and a utility or authentication message costs AED 0.0576. Those are Meta’s fees only — before 5% VAT, and before whatever your WhatsApp provider charges on top.
Most UAE price guides still quote per-conversation rates that Meta retired on July 1, 2025. That is why you will see anything from AED 0.12 to AED 1.45 for a marketing message. The figures here come from the AED and USD rate-card files Meta links on its own pricing page, downloaded October 10, 2026.
Per message, not per conversation: what changed in July 2025
Until June 30, 2025 Meta billed the WhatsApp Business Platform per 24-hour conversation. Since July 1, 2025 it bills per delivered message, by category and by the recipient’s country. You pay when a message is delivered, not when it is sent, so a template to a number that never receives it costs nothing.
That change is why the old UAE numbers are wrong twice over. A per-conversation price covered every message in a 24-hour window; a per-message price covers one. And the rate card has moved four times since, most recently on October 1, 2026, when Meta raised the UAE marketing rate.
| Type | What it is for | When Meta charges |
|---|---|---|
| Marketing template | Offers, launches, re-engagement, abandoned-cart nudges | Always, on delivery |
| Utility template | Order confirmation, delivery updates, appointment reminders | Always, on delivery, since 1 Oct 2026 (previously free inside the 24h window) |
| Authentication template | One-time passcodes for login and verification | Always, on delivery |
| Service (free-form) | Replies to a customer who messaged you, inside 24 hours | After 1,000 per number per month, since 1 Oct 2026 |
The category is Meta’s call, not yours. Meta reviews each template and assigns it, and you accept the charge that applies when you send. A delivery update with a discount code appended is a marketing message, billed at 3.7 times the utility rate.
The UAE rate card in AED and USD
The United Arab Emirates is a named market on Meta’s rate card. Since April 1, 2026 Meta also publishes the card in dirhams and lets new Messaging accounts be created in AED. The rates below are what Meta charges to deliver a message to a UAE (+971) WhatsApp number.
| Category | AED per message | USD per message | Per 1,000 (AED) |
|---|---|---|---|
| Marketing | AED 0.2115 | $0.0576 | AED 211.50 |
| Utility | AED 0.0576 | $0.0157 | AED 57.60 |
| Authentication | AED 0.0576 | $0.0157 | AED 57.60 |
| Authentication-international | AED 0.1872 | $0.0510 | AED 187.20 |
| Service (after 1,000 free per number per month) | AED 0.0576 | $0.0157 | AED 57.60 |
Two things stand out. First, a marketing message costs 3.7 times a utility message, so the category decision is the biggest lever on the bill. The gap is smaller than India’s 7.5 times, but it is still the gap that matters. Second, the authentication-international rate is 3.25 times the domestic OTP rate. Meta applies it only to businesses that deliver over 750,000 authentication messages in a rolling 30 days across the markets that carry it, with 30 days’ notice.
What is free: the 24-hour window and the free entry point
Messages customers send you. Inbound messages are never charged.
The free entry point window. A customer reaches you through a Click to WhatsApp ad on Android or iOS, and you reply within 24 hours. Meta then opens a free entry point window from the moment you respond. It can stay open for up to 7 days, and while it is open every marketing, utility, authentication and service message is free. Older guides say 72 hours; Meta’s current page says up to 7 days.
The first 1,000 service replies a month, per business phone number, since October 1, 2026.
Undelivered messages. Meta bills on delivery, so a template to an invalid number is not charged — though a provider that counts sent messages may still bill you.
The 24-hour customer service window itself. When a customer messages you, a 24-hour window opens and resets with every new message from them. Inside it you can reply free-form with no template; once it closes, only a paid template reaches them. The window is unchanged; what changed on October 1 is the price of what you send inside it.
What changed on October 1, 2026
Meta’s pricing page now states that it reflects updates effective October 1, 2026, and three of them touch UAE businesses directly.
1. Service replies cost money after 1,000 a month
Meta again charges for service messages — the free-form replies a human agent or a third-party AI sends inside the 24-hour window — as a fifth per-message category. Every business phone number gets a free tier of 1,000 delivered service messages per month, with no roll-over, reset at midnight in the account’s timezone. From the 1,001st, a reply to a UAE number costs AED 0.0576. An account with no payment method on file keeps the free 1,000 and then stops delivering.
2. Utility templates inside the window are charged
A utility template sent while a customer service window was open had been free since July 1, 2025. Since October 1, 2026 it is charged at the normal utility rate, AED 0.0576 in the UAE. When and how you can send it is unchanged; only the charge is new.
3. The UAE marketing rate went up
Meta’s October 2026 rate-card table lists the United Arab Emirates once: marketing, “Increase”. It is the second rise in a year; the UAE marketing rate also went up on October 1, 2025. Utility and authentication were last changed in February 2025, downwards. Budget marketing at AED 0.2115 and expect it to be the line that moves. Meta lists no further UAE change and no billing-localisation deadline of the kind India and Brazil have; the next card is due January 1, 2027.
| Message | Until 30 Sep 2026 | From 1 Oct 2026 |
|---|---|---|
| Free-form service reply | Free | First 1,000/number/month free, then AED 0.0576 |
| Utility template | Free | AED 0.0576 |
| Authentication template | AED 0.0576 | AED 0.0576 |
| Marketing template | Lower (July 2026 card) | AED 0.2115 |
VAT and provider markups: the real invoice
The UAE introduced VAT on January 1, 2018 at a standard rate of 5%, and messaging services are standard-rated. Registration is mandatory once taxable supplies pass AED 375,000 a year and voluntary above AED 187,500. On a WhatsApp invoice that means 5% on the provider’s fee and on any Meta fee it passes through.
Who charges the 5% depends on who invoices you. A UAE-registered provider adds it. If you pay a supplier outside the UAE and you are VAT-registered, you normally account for it under the reverse charge instead. Either way, budget 5% and ask whether quoted prices include it.
What a provider adds
Most businesses go through a WhatsApp Business Solution Provider or a platform built on one, and the provider’s pricing wraps Meta’s. Here is what the providers that publish their fees actually publish.
| Provider | Published fee on top of Meta | Meta fee treatment |
|---|---|---|
| Twilio | $0.005 per message, inbound or outbound (page dated September 2026) | Passed through per Meta's rate card |
| Gupshup | $0.001 per message | "Billed at actuals"; notes Meta charging for service messages from October 1, 2026 |
| 360dialog | €49, €99 or €500 per number per month | "Zero message markup" |
| ChatMaxima | $19 per month flat | No per-message markup; publishes a UAE AED card that matches Meta's October 2026 rates |
| Adya (Amomic) | $39 or $99 per month, by conversation; extra conversations $0.02 | Meta bills your connected WhatsApp account separately; no Adya template markup |
We looked for a UAE-based provider that publishes a per-message price list in dirhams and did not find one. Unifonic and Infobip, the regional names most often recommended in Dubai, both price through a sales conversation. One reseller page that calls itself a UAE rate card is labelled, in its own footnote, as Meta’s India rates per conversation. If a provider will not put its UAE fee in writing, that is your first answer.
Volume tiers: real, but only at scale
Utility and authentication messages get cheaper as monthly volume grows. Marketing and service do not. Tiers are counted per market–category pair across your whole business portfolio and reset every month. Only charged messages count, so free messages inside a free entry point window do not move you up.
| Discount | Utility volume | Utility rate | Authentication volume | Auth rate |
|---|---|---|---|---|
| List rate | 0–100,000 | AED 0.0576 | 0–300,000 | AED 0.0576 |
| −5% | 100,001–1 million | AED 0.0547 | 300,001–2 million | AED 0.0547 |
| −10% | 1–4.5 million | AED 0.0518 | 2–10 million | AED 0.0518 |
| −15% | 4.5–40 million | AED 0.0490 | 10–20 million | AED 0.0490 |
| −20% | 40–80 million | AED 0.0461 | 20–40 million | AED 0.0461 |
| −25% | 80 million+ | AED 0.0432 | 40 million+ | AED 0.0432 |
Be realistic about this table. The first utility discount in the UAE starts at 100,001 messages a month, far lower than India’s 25 million. A large retailer or delivery app can reach it, but it is worth 5%, and the −10% band starts at a million. Almost every clinic, brokerage and store reading this pays the list rate.
WhatsApp Business API cost in the UAE: three worked monthly bills
Meta fees only at the October 2026 UAE rates, with 5% VAT shown as a separate line and provider fees excluded. Swap in your own volumes — the method is the point.
Example 1: a dental clinic in Dubai, 1,200 appointments a month
Two utility reminders per appointment, a recall campaign to 2,000 lapsed patients, and about 600 free-form replies to patients who write back to reschedule.
| Line | Volume | Meta fee |
|---|---|---|
| Utility reminders | 2,400 × AED 0.0576 | AED 138.24 |
| Marketing recall | 2,000 × AED 0.2115 | AED 423.00 |
| Service replies | 600, inside the free 1,000 | AED 0.00 |
| Meta subtotal | AED 561.24 | |
| VAT at 5% | AED 28.06 | |
| Total | AED 589.30 |
The recall campaign is three-quarters of the bill. Send it to patients who have consented and not visited in six months, and it still costs less than one no-show.
Example 2: a real-estate brokerage, one launch a month
A launch broadcast to 5,000 opted-in buyers and 1,500 leads from Click to WhatsApp ads, answered inside the free entry point window. Plus 800 utility viewing confirmations and 3,500 agent replies on one number.
| Line | Volume | Meta fee |
|---|---|---|
| Marketing launch | 5,000 × AED 0.2115 | AED 1,057.50 |
| Ad-lead conversations | 1,500, free entry point window | AED 0.00 |
| Utility confirmations | 800 × AED 0.0576 | AED 46.08 |
| Service replies | (3,500 − 1,000) × AED 0.0576 | AED 144.00 |
| Meta subtotal | AED 1,247.58 | |
| VAT at 5% | AED 62.38 | |
| Total | AED 1,309.96 |
Note the second line. Leads that start from an ad are free for up to 7 days, including the follow-up brochure, which is why acquisition on WhatsApp costs less than retention.
Example 3: an online store, 8,000 orders a month
Order confirmation and dispatch update for every order, 4,000 login OTPs, an abandoned-cart nudge to 6,000 shoppers, and 6,000 support replies on one number.
| Line | Volume | Meta fee |
|---|---|---|
| Utility order updates | 16,000 × AED 0.0576 | AED 921.60 |
| Authentication OTPs | 4,000 × AED 0.0576 | AED 230.40 |
| Marketing cart nudges | 6,000 × AED 0.2115 | AED 1,269.00 |
| Service replies | (6,000 − 1,000) × AED 0.0576 | AED 288.00 |
| Meta subtotal | AED 2,709.00 | |
| VAT at 5% | AED 135.45 | |
| Total | AED 2,844.45 |
Before October 1 the support line was AED 0 and the utility line was smaller, because in-window order updates were free. The cheapest fix is structural: one complete answer instead of three fragments, and one update per order stage.
Marketing caps, quality rating and messaging limits
Price is one constraint; reach is another. A new business portfolio can message 250 unique customers outside the 24-hour window in any rolling 24 hours. Completing one scaling path — business verification, partner verification, or delivering high-quality templates to 2,000 unique numbers within 30 days — lifts it to 2,000. From there Meta scales automatically to 10,000, 100,000 and unlimited when quality stays high and you have used half the current limit in seven days. Older provider guides still show a 1,000 tier; Meta’s page, updated May 21, 2026, has none.
Separately, Meta caps marketing templates per customer and does not publish the cap. A held-back message is not delivered and not billed, but it is a wasted send. Quality rating sits underneath both: blocks and reports lower it, and a low rating pauses templates.
Can an Indian business message UAE customers?
Yes, and it matters because many UAE-facing businesses are run from India. Meta prices a message by the recipient’s phone number country code, not by where the sender is registered. The only country restrictions in WhatsApp’s Business Messaging Policy apply to regulated verticals such as alcohol, gambling and over-the-counter drugs. A WhatsApp Business account billed in rupees can send to +971 numbers; Meta’s INR rate card simply carries a United Arab Emirates row.
| Category | INR per message to a UAE number | Equivalent AED |
|---|---|---|
| Marketing | ₹4.2114 | AED 0.2115 |
| Utility / authentication / service | ₹1.1509 | AED 0.0576 |
| Authentication-international | ₹3.7342 | AED 0.1872 |
The rupee row is the dirham row at Meta’s own conversion. The practical differences are the tax line, 18% GST instead of 5% VAT, and the phone number on your profile, which customers in Dubai will notice. For the India side of the card, see WhatsApp Business API pricing in India.
Choosing a provider in the UAE: questions to ask
Copy these into an email before you sign. A provider who answers all eight in writing is giving you a real price.
1. Do you pass Meta’s per-message fee through at cost, or bundle it into your own price?
2. What do you add per message, for each of marketing, utility, authentication and service?
3. Do you bill per delivered message, as Meta does, or per sent message?
4. Which currency is my Messaging account billed in with Meta, and at what rate do you convert?
5. Are your prices inclusive or exclusive of 5% VAT, and will I receive a UAE tax invoice?
6. How do you bill service replies past Meta’s 1,000 free per phone number each month?
7. Is there a setup fee, a platform fee, or a minimum term?
8. Can I see a template approved in Arabic with right-to-left formatting before I commit?

Frequently asked questions
Meta charges AED 0.2115 (USD 0.0576) per delivered marketing template message to a UAE (+971) number, on its rate card effective October 1, 2026. That is about AED 212 per 1,000 messages before VAT and before any fee your WhatsApp provider adds. Marketing messages get no volume discount, and the UAE marketing rate rose on October 1, 2026.
Per delivered message. Since July 1, 2025 Meta charges each business-sent message by its category and the recipient's country, and no longer charges per 24-hour conversation. Any UAE price quoted per conversation, or as AED 1.20 to 1.45 for marketing, is from the old model and is out of date.
Partly. From October 1, 2026 Meta gives each business phone number 1,000 free delivered service messages per month, then charges AED 0.0576 per free-form reply to a UAE number. Utility templates sent inside an open 24-hour window are also charged at AED 0.0576 from that date. Messages customers send you are never charged.
Yes. The UAE charges VAT at a standard rate of 5%, introduced on January 1, 2018. A UAE-registered provider adds 5% to its invoice, including any Meta fees it passes through. If you pay a provider established outside the UAE and you are VAT-registered, you usually account for the 5% yourself under the reverse charge; confirm the treatment with your accountant.
Yes. Meta prices each message by the recipient's phone number country code, not by where your business is registered, and its INR rate card carries a United Arab Emirates row: ₹4.2114 per marketing message and ₹1.1509 per utility, authentication or service message, effective October 1, 2026. The only country restrictions in WhatsApp's Business Messaging Policy apply to regulated goods such as alcohol and gambling.
